Ex-tenants unpaid utility bills

Hi,

I have recently become aware that an ex-tenant has some unpaid bills (Council Tax & Electricity). More recently, Scottish Power have been sending me final demands and threats of legal action over an electricity bill for £154.95. Am I liable for this debt since I've never signed any contract for them to supply me with electricity?
What do I need to do to get them off my back?
