Hi

I am a little confused at different councils giving a different interpretation of "substantially unfurnished"

One local council says it means you are allowed fixed furniture such as fitted wardrobes and kitchen and a mattress but not a bed.
Another says you are only allowed fitted furniture and nothing else ie not even a TV Stand.

Does anyone know what is legally meant by "substantially unfurnished"?
