Not impressed with this service

Paid for it on 15/12/09

After being let down a couple of times, finally had the bloke round at the end of January '10.

Now, 3 months after paying, I'm still waiting for the actual certificate.

I have already let the flat, & am probably breaking some law by not having the certificate, so to who do I pass on any fines I may get?

I have another flat I need and EPC for, I think I'll look elsewhere
