Hia - bit of a long one im afraid

We let out a first floor flat and the lady who owns the ground floor flat has been in and said that the joint pipes have been blocked and caused a flood through her bathroom. She said the wood under the shower is rotten and she has had to haev it replaced, new carpet and pay for the drainage company. She said it was blocked with wipes.Our tenant says he hasnt flushed wipes down the toilet but the lady downstairs says it must be him because the drains were cleaned last year and were spotless. The management company for the flats said that it is the owner of the flats responsibilty to inform the tenant that the drains are sensitive!! The owner is saying that she didnt know they were sensitive but that doesnt matter as her tenant denys flushing anything down. Do you know who is responsible - tenant owner or neither?
