I have a six bedroom HMO, current with four students on individual room tenancies. Council has asked for all their names. I know I have to get university cert's from all students to provided for council for the exemption. But I have been told by council if I have one non student in property I will only get 25% max discount even with a majority of students in the house! Is this right? Does any one know of act that applies?

I know the rules may change come April 2013, as council are being give more freedom to rules what applys for charges ie not 2nd home exemption, so I will keep a watch on this individual councils policy.

The council is Shepway, if any one has any direct experience on them and council tax in this matter.
