recovering the cost of gas used

The central heating for 4 flats all comes from one boiler. Three flats get heating only from it; the fourth flat, where the boiler is, has full central heating and all hot water and there is a gas hob.

What would be a fair split of the cost of the gas. I know I should have 4 new independent heating systems installed but I've had a new roof, double glazing, bathrooms, kitchens and I'd like to start getting some income now. The current gas cost is covered by a DD of £100 per month.
