Can I take an unreturned Inventory Check in as signed by the tenant?

I sent my new tenant the inventory check in and requested them to return the signed copy as standard within 7 days. It's now been over three weeks and after sending two reminders I have still received nothing. Is there a time period where I can take this as signed?
