I have an AST tenant who has without seeking consent changed her gas meter to a coin operated one, she was clearly having trouble paying the bill. 2 issues, is she responsible for replacing when she leaves, most tenants would not want that. More important immediately is that the transco manturned off gas to change metre. when he turned back on he could not lelight pilot on boiler and left tenant without heating hot water. I believe this should be her responsibilty as a consequence of her actions, she argues I should call out a contractor. your advice please.
