I have a tenant who is having serious problems with an upstairs neighbour. The landlord of that property dismisses every issue. We suspect quite strongly that the tenants, who do not speak fluent English, do not have tenancy agreements and doubt that the deposit they have paid is correctly protected. Who checks on this kind of thing? Who would need to be informed about the deposit not being where it should be?
