Local Housing Allowance 4 week rule

Hi - i was due to attend the LHA course in Manchester today but it was cancelled due to a lack of interest. I was particulary keen to find about about getting LHA paid direct if the tenant is already claiming LHA, - under something that was in the course notes as the 4 week rule. Could somebody please explain how this rule works and what we should be doing to notify coucnils about our tenants. Currently many councils are inundated with claims - Leeds for example are taking anywhere between 6 & 10 weeks to process claims and are really unhelpful - they are also taking huge ongoing recoveries from payments due to us and then not allowing us to appeal - one case was £687 from a tenant who had previously been paying £9 per week in an ongoing recovery.
