No heating in flat - what options?

OK, wrong side of the fence question - my MD has asked me as a landlord, but I don't know the answer!

His daughter rents a flat, they have had no heating for 3 weeks as the system has broken. Not much progress on getting it fixed either.

What are her legal rights/courses of action. (I've advised to go to the agent and tell them they are not paying any rent until it's fixed as they are paying for a heated flat. It's landlords like this that give the rest of us a bad name....)
