Tenant wants prepaid electric meter, residents association wont allow access to meter cupboard

I have an apartment that I have recently got a new tenant for. The tenant arranged to have prepay meters fitted for both the gas and electric. Gas was not a problem, but when I contacted the management company regarding access to the electric meters (held in a meter cupboard in the communial area) they told me that the residents committee held the keys and wouldnt allow access.

My question is can they do this?
