Tenant without hot water

Hi, my question is actually on behalf of a friend who is a tenant.
Following problems with a boiler she has been left without hot water for over 3 weeks. The landlord is out of the country, she has contacted his son but he is unwilling to help. She has been in to the managing agency numerous times, and although a general builder has visited, there have been no repairs. She has a young child.
What is the best way to pursue this matter?
