LEASEHOLDER CHARGES FOR CONSENT FOR LETTING

I bought my property from a large builder who sold it to me for buy to let purposes, they actually leased the property back off me for 3 years. The builder eventually sold the lease to Freehold Managers PLC about 3 years ago. We have continued to rent the property out through letting agents. We have now received a bill for the sum of £193.87 for the permissionof consent of the freeholder to allow us to rent the property. They go on to say there is also an annual letting fee of £129.23 if this is applied for at the time of letting. We already pay for maaangement and insurance and ground rent to freehold Managers PLC. Do these additional charges seem right? Are they normal? Any help and advise would be appreciated.
