Smoking in Communal Areas

We have had complaints on a number of ocassions that tenants are smoking in the communal areas which is making the corridors smell horrible and obviously it is also a fire hazard.

It is stated in their tenancy agreements that no smoking is permitted in any of the communal areas.

We have sent out a number of letter regarding our No-Smoking Policy and put No-Smoking signs throughout the corridors, however this doesn't seem to work.

Is there anything else we can do?
