Concil Tax Exemption property Undergoing Refurbishment

We are refurbing a newly purchased property which will later be rented out. The previous occupier went into a home and used up all of the 6 month empty exemption before we purchased it. I read somewhere before (Cent find it) that you can get the property valued at zero by the valuation office if it is not habitable under some rule/law/caselaw,precedent. Can you advise on this please?
