Nuisance neighbours -My great tenants want to move out

My tenants, who have been a great tenants for the past three years have just called me to say that they are having problems with the neighbours upstairs, which has been going on since last summer. The first floor flat is also rented out to a couple with a 4 year old child who apparently us up every night until about 11.30, running and jumping about and riding his bike as well as screaming. They are leaving bits of chicken in the communal hallway and litter outside and now our flat has mice. My tenant has contacted the landlord and the Estate Agents who let the property, both of whom promised to sort it out but nothing has happened and today my tenant contacted the council who said that they couldn't do anything as there is a child living there. Now my tenants are considering moving and I can't let this happen as they have been great, what can I do? My tenant has been recording all of the problems and taking photo's which is great but what can I do to sort this out ASAP?
