Clarification re HMO licencing & planning consent

I have just joined and notice on your lobying activity list there is reference to Changes of Use Classes Order and that all new shared houses need planning consent.

Can you clarify this. Is this just for Article 4 Directive Areas?

Can you confirm no planning consent is neccessary for Change of use between C3 and C4.
