Be careful how you approach this problem. If you have HB tenants I am sure you would wish to keep them HB unless the LHA rates are significantly higher and worth the risk of transferring to LHA.

You need to speak to the help desk about how councils approach new ASTs compared with the use of S13 notices and the ramifications of a S13 if there is no agreement between you and the tenants as to the new rent figure.
