Ongoing Recoveries For tenant claiming LHA

I have a tenant who owed us some £1500 in rent - this was because of a mistake made by the DSS - the tenant subsequently moved out but i pursued the council (Leeds) for their LHA payment - i was surprised to find that on receipt they had taken not only the £9 per week ongoing recovery for a previous overpayment but a final amount of £659 to clear the tenants previous overpayment. When i queried why this wasnt to be deducted at £9 per week from their new landlords payments i was told the council was well within their rights to do this and also i had no right of appeal once they had decided to refute my claim to this £659. this seems draconian to say the least, but also unfair to the tenant who had agreed to the £9 recovery but is now being chased by me for the remaining £659 (realistaically i have no chance of getting this back from the tenant)
what can i do?
