Request from tenants for additional person to move in to house

We let our tiny 2 bedroom house in May 2009 to a couple and their newborn. They have now asked if it would be possible for one of their brothers to also move in for 10/11 months whilst he studies in the UK. If we agreed to this, does this change the house to a HMO? Also what other things do we need to consider i.e brand new contracts, references etc?. Any other potential pitfalls with this situation? Thankyou.
