what can be added to a tenancy agreement

Can a landlord legally put this in their contract and enforce it?

"The tenant agrees with the landlord that if the property is perminately vacated by the tenant at the tenant's own request, before the last day of the term. the tenant shall remain liable to pay to the landlord the full unpaid balance of the rent receivable by the landlord had this agreement run for the full term. The tenant is not liable to to pay rent if the property is relet to another party within this period."
And will it make a difference if the landlord doesn't carry out repairs on time and you wish to leave?
