We have a tenant who has a 6 month old baby and the property she is renting has a ranch style staircase. She said the health visitor has said that the staircase is unsafe as the gaps are too big and any child could fall through. I have spoken to the landlord and she said she is not replacing the staircase. Does she legally have to replace it? Please advise.
