Ordered to do repairs by the council

We have been ordered by the council to do the following repairs/alterations to one of our properties. We don't have the money to do all requirements and there are no grants available, what are we supposed to do??
1 The electricity meters should be moved higher from .75 meters to 1.2 meters. In one of the 2 flats they are inside a kitchen unit. The meters were placed here by the electricity supplier 15 years ago when we originally converted the property. I am aware of many other properties which have also have meters low down. Can they really force us to move them now?
2 the front of the property requires re-rendering as there is some penetrating damp (only a small patch in the lounge. This is something that we obviously want to do but not until we can afford to do it.
They have given us only 4 months in which to carry out this work. Their report is hard to understand and filled with indecipherable charts and scoring with far fetched justifications!! Obviously I feel like telling them to sort out their own properties (many of which are far worse than ours) before the start telling us what to do! Any advise?
