Water company are charging us water rates on a flat that we informed them was empty and unoccupied, as the previus tenant had moved out and we were advertisving for another tenant.

The water company say we are resposable for the flat untill a new tenant takes over and we have to pay the water and sewage rates as there is not a water meter fitted.

we are not living there and are not using the toilet or water do we legaly have to pay the water company these bills
