council tax irregularities

Do council tax rules change every financial year or does it depend on who is applying them?
We aquired a property 3 years ago and because it needed refurbishment
(heating bathroom kitchen)we got a council tax exemption.The property had been empty six months after elderly vendor went into sheltered accom.
Last year we bought a re possesion needing the same and had to pay council tax from day one because the property had been empty over six months prior to us owning, and the exemption had apparently expired.
Finally on the last property we were only allowed two months exemption as the previous owner had been living with relatives and again we were told four months worth of exemption had been used.
I was under the immpression that if you owned a property you were liable for council tax whether in residence or not, unless it's an unfurnished rental between tenants or uninhabital.
Whats going on here???
