Inspection by council on material change of use

i have a a six bedroom house with two bathrooms and kitchen and dinning room.this is a one storey house so does not qualify for HMO however council wants to inspect on grounds of material change of use because i have six tenents in it. i need help in terms of what is this material change of use and am i breaking any law by have six tenents in this house.
The houseing department has inspected the house and they have no not hilighted any issues.
