Who is responsible for dealing with a rat infestation?

I have been contacted by one of my tenants who tells me that they have rats in their loft, and demanding that I do something about it.

I feel rather put out at their attitude, partly because they have been a month behind on the rent for the last 6 months and made no effort to bring it up to date, but also because I believe that dealing with the rats is not my responsibility.

The property is a terraced three bedroom property next to a row of shops and a coupld of take-aways, but there has not been any mention of rats in the three and a half years that I've owned the property.

Can you tell me who, in this situation, would be responsible for dealing with the rat situation?
