Changing 13amp fuse in electrical appliance plug

As a new Landlord and one that is learning through a steep curve, I would grately appreciate it if someone can let me know if it is my obligation to change blown fuse in a washing machine plug?
His AST contract states that its his respnsibility to unblock sinks, toilets and change light bulbs, so I am right in telling him that is his responsibility to change a 50p fuse in ab electric appliance that is not live?
