Housing Benefit (LHA) Claim

I have a tenant who is currently eligible for the 5 bed LHA rate. She has been told that her payments will shortly be reduced to the 4 bed rate as the 5 bed rate has been abolished (she has continued to receive 5 bed under transitional relief). She and her partner have children and the family between them qualify for the 4 bed rate. The claimant's mother also lives with them and this meant that they were eligible for the 5 bed rate.

If the claimant claims for herself, partner and children they will get the 4 bed rate. Can the claimant's mother separately claim for a shared room rate as if she can then the total would cover the rent.
