Fleas caused by previous tenant

We allowed tenants to keep a cat and dog, with clause in contract stating they are responsible for all consequential damage caused by pets. Tenants moved out, having shampooed carpets, it all looked OK & Tenancy deposit returned.
We relet it after 2 weeks, then 3 weeks later new tenant has reported an infestation of fleas, they have no pets.
Are we legally entitled to recover fees for treatment of infestation from the previous tenant? The deposit has already been repaid.
