Electrical Issue - whos liable

A tenant was mowing the lawn and went over the wire which tripped out the fuse board, so it did its job. However, the switch on the fuse for sockets will not flick back,think the shock has damaged it.

It will obviously be repaired but who is liable to pay, landlord or tenant?
