I own a flat in a block which is mostly tenanted. Recently there was a water leak fron the flat above which brought down part of my bathroom ceiling. As this will cost less than the excess on the insurance I want to invoice the owner of the flat. The management company refuse to give me the owners name and address claiming the data protection act, can they do this where damage has occurred?
