when can I empty the property of tennants belongings

have a tennant who has given notice and his not living at the flat
but has left furniture and belongings in the flat .

can i remove the items ? in order to refurbish the flat and relet and if so do I have to store the items left in the property and for how long .

I am in touch viA EMAIL with the tennant but is refusing to cooperate , therefore what notice do I serve .
