No Letting Agents - Restrictions on when Tenants can call

We manage a copy of our own properties, one of the tenants is very good and only rings occasionally, the other rings for all sorts of reasons at all sorts of times.

Are we able to give them specific times when they are able to call with a problem - any advice would be greatly appreciated and can you confirm what consists as an emergency for this purpose?
