Council Tax Unoccupied Property - how do they calculate 6 months for Class C (0%)?

Unfurnished flat, tenants responsible for council tax. We inform them of tenants and start and end dates of tenancies.

we have a flat unoccupied 1/4/11 to 4/6/11 = 65 days and council tax are charging nil.

Then we had a problem tenant, 6 months tenancy but in fact only 5 June to 28 June, as police advised tenant to move, and we allowed early exit. Flat was then unoccupied 29/6/11 to 31/10/11 (124 days)

They are charging 29/9/11 to 29/9/11 = 92 days at nil,
but are charging from 30/9 to 31/10 (32 days) as they say is over six months.

If they are linking the unoccupied time that is 65 + 124 days = 189 days which only 6 days more than 6 months (6 mths = 183 days).
Clearly they seem to be wrong somewhere.

Does anybody know how the six months should be calculated under the legislation?
Is it 6 months in a year, or six months since it was last occupied?
or some other formula.
