HB Paid to tenant after Council were informed about arrears!

HB continued to pay tenant for many months after I advised about arrears!

I read [I think in the RPI] about such a case and the courts said that the council have to pay the landlord [even though they already paid out once - to the tenant in error] and then reclaim from the tenant - as they were advised that the tenant was in 8 weeks arrears and should not have paid the tenant direct.

Can anyone point me to this article or court case.
