Electrical sockets on skirting boards

I have just had an electrical test done on my 6 bed student property, built around 1900.
the electrician has recommended that all my electrical sockets, which are surface mounted on the skirting boards, will have to be moved up onto the wall. This is a big job and will cause a lot of disruption. Is this necessary under the current regulations, or is he being overly cautious?
