Overcoming annual review for LHA/HB to get rent increase paid immediately

I have conducted a rent review and given notice to a tenant with a periodic tenancy that the rent is to go up. The tenant agrees the new rent is fair. The tenant has informed the LA of the increase and LA have said as LA carried out an annual review last December LA will not carry out another until next December although LA have acknowledged that the new rent is below the ceiling on LHA and will then be paid in full. On the very helpful advice of the RLA helpline I have asked the tenant to get confirmation of the refusal to review the LHA paid in writing from the LA and then to ask them to reconsider it.
Whilst this is going on I wonder if there are other ways to make a review happen? If the tenant ends their current claim for LHA can the tenant immediately make a new claim and what break does there have to be between claims (eg can you end on a Friday and start the next the following Monday)?
