Fresh new AST or S13(2)

My tenant has been at my property for 20 years now and the last Tenancy Agreement signed by tenant with new rent was July 2008 - YOUR RLA own.
I now want to increase the rent again.

Is it best to issue a Fresh new RLA AST 2013 - OR - issue your S13(2) increase of rent form??
