Rent Assistance in Joint Tenancy

We have a couple living in a flat with a joint tenancy under the RLA AST Agreement, due to expire on 7 November 2009. The girl 'might be unemployed in mid-December', and the man has asked that the joint tenancy be made a single tenancy in her name so she can claim more help with the rent. They are professional people, in a smart flat in central London.

We feel a bit uneasy about this because the whole idea of a joint tenancy is that each is severally responsible for the rent.

What are the implications of what the man has asked?
