Changing Letting agents

I have recently changed letting agents as it was such a poor service. When I gave notice I also requested that all the tenants and Ex tenants was made available for the new agent. They have not handed any of it over and I am now in the position of moving tenants out and not having the move in information taken from the previous agent. I am also at risk of not having tenancy agreements from live tenancy's and any legal situation in the future may be difficult to defend Do they have a right to withhold this. information from me, as they were working and being paid on my behalf. Does anybody have any experience in this situation please
