How many tenants can I have on an AST?

Hi,

I am using a letting agent on a 'tenant find only' basis. For uniformity in my paperwork, I want the agent to issue the proposed tenants (5 students) with an RLA AST. They are OK with this but are saying that legally there can only be four tenants on an AST, the fifth tenant has to be 'permitted occupier'. Is this true and is a 'permitted occupier' also jointly and severally responsible for the terms of the AST?
