I have a 2 bed property with 2 tenants both on AST 6 months
Both tenants are in receipt of benefits and have applied for local housing allowance
The tenancy make up is

They both have their own bedroom
They both have their own bath / shower room
they both have their own toilet

The kitchen whilst in the same room they each have

Sink + drainer
Cooker
Fridge freezer
Microwave
washing machine

On a visit the Council rep states only entitled to room rayte (approx 50% of full Housing allowance) I am responsible for Council tax

is there the opportunity to challenge the decision

other than separate rooms is there a compromise (acceptable) regards the kitchen
