property owners liability

we are about to purchase a long leasehold i bedroom flat in a block of 2 purpose built. the ground floor is freeholder who has granted 999 year lease to ist floor flat we are buying. lease says freeholder is required to insure building. whilst are name is to be noted on polcicy according to his brokers we are not entitled to join in property owners £2m cover as we are not the policy holders. we cant get stand alone property owners liability cover. any suggestions are brokers correct that noting our interest on ploicy will not get us this cover
