Video Inventory - Does the tenant need to sign it?

I do a video inventory using my mobile phone.
I burn the video on to a DVD and give the copy to the tenant and get them to sign my Paperwork Receipt form 7 days after they've moved in to make sure that I can prove they have received a copy of everything.
Should I produce two DVD copies and get them to sign and date each one so that I can have one and they can have one?

PS Can anyone recommend a good, reliable but inexpensive video camera that I could use for this purpose?
