Need advice on this situation.

One tenant's parents broken an oven whilst cleaning which was 6 months old and they are refusing to pay the bill.

Legally, do we charge all the joint tenants equally or just the tenant whos parents it was?

The two other tenants are protesting the oven bill and if we charge just the one tenant and they dont release the deposit then we are out of pocket.

Also, the total for the oven plus cleaning the property is more than one tenants deposit so if we do charge the one tenant, can we claim the rest from the other two?
