Proofs Required By Letting Agent

This question has appeared in the past but I can see no reply and the topic is 'locked'. Our letting agent has asked for photo ID and proof of our home residence for one of our flats they have let out 3 times in the past. They say they need this to comply "with legislation". I can see why it would be needed from a potential purchaser of a property but is this needed from a landlord?
