Fire safety order and HMO Management Regulations

I called earlier to check whether 5 yearly electrical inspections apply to my shared house which has 4 students living over 2 floors. The advice was it doesn't apply as it isn't a licensable HMO but this seems at odds with your documentation which suggests that it applies, (along with the other HMO Management Regulations) to any HMO, licensable or not. I'd be grateful for your clarification.

I also have a first floor flat in a converted two storey Victorian house. The flat is let to a couple. The building has one other flat on the ground floor which is owned and let by another landlord. The house has a tiny communal entrance lobby with a door to the street and two inner doors, one to each flat. Am I right in thinking that this house constitutes a "converted block" and therefore the lobby area is technically subject to a Fire Safety Order?
