Broken window, who's responsible?

I have had a double glazing window damaged on a property which I rent out. The smashed window is the outer glass of the double glazed unit, hence damaged from the outside. The damage has been done deliberate as the apartment is on a second floor. The property is currently occupied by a tenant who noticed it on her return from work, so she says, but who is responsible for the cost of replacement, landlord or tenant?
